The Way Forward

The OBA approach goes far beyond mere voucher financing and reproductive health. The manner in which the program is being implemented in Kenya, shows that this approach comprises all key structural elements which constitute a national social health insurance scheme being

• accreditation,
• quality assurance,
• reimbursement system,
• claim processing,
• costing and pricing,
• integrating private sector,
• client choice,
• provider competition,
• access and equity

Thus, the voucher scheme is a system which can be a catalyst on the way to the National Social Health Insurance Fund in Kenya.
