Service Providers, Quality of Care and Reimbursement
As the number of accredited service providers is increasing, distance and transporting problems for voucher clients, in particular in rural areas, are becoming less severe. For the accreditation process, compromises had to be found between the goals of access and quality.
The quality standard of service providers is mainly satisfactory, even if for example there is still room for improvement in medical record keeping.
Private and faith based institutions are using the funds generated from the voucher scheme to upgrade and extend their facilities and services. Public hospitals, too, are able to decide on the use of the funds generated from voucher service delivery completely on their own.
The competition for voucher clients/patients between public and private hospitals has started. At the moment reimbursements are negotiated with each service provider individually.
